Jiangxi Meteorological Disasters Of Emergency Management Mechanism

With the development of economy and society, the impact of meteorological disasters are getting more and more serious. Do the well work of meteorological disaster emergency and reduction, with reduce the loss and influence caused by meteorological disasters are important guarantees for realizing the sustainable development, they are the needs for the construction of a harmonious socialist society, they are the needs for achieving the coordinated development of economic construction and ecological environment, they are the needs for improving the investment environment,enhancing the overall competitiveness and building a Well-off Society in an All-Round Way, and they are the unshirkable duty of the governments at all levels and meteorological department.In this paper, the methods of literature reading,social investigation,comparative analysis,case studies and so on are used to analyze the development status and the problems exist in the meteorological disaster emergency management mechanism of Jiangxi province. We also analyzed the historical evolution of disaster reduction emergency,the current situation of disaster emergency management and the specific content of the plan of meteorological disaster emergency, we also used some advanced experience and practices of home and abroad, By comparing, as the example of the severe disaster of blizzard, freezing rain and low temperature in 2008 in Jiangxi province which is rare in history, we found that:compared with some advanced countries and provinces, the differences in the construction of management system, mechanism and legal system of meteorological disaster emergency are exist. Mainly as:first, The understanding of the work of meteorological emergency management is not profound enough, the capabilities of disaster prevention and reduction need to be improved. Second, due to the limit of organization and leadership ability and the defect of sharing mechanism of information resource, the role of the early-warning system of meteorological disaster is not fully play. Third, the capacity for meteorological disaster monitoring and forewarning should be further enhanced, the modernization construction of disaster monitoring also needs to be improved. Forth, management mechanism, department cooperation, coordination mechanism needs to be improved. Fifth, legal system of meteorological disaster emergency needs to improved. After considering the problems of meteorological disaster emergency management in Jiangxi province, The author puts forward the following advices to perfect the meteorological disaster emergency management in Jiangxi province, in order to provide the reference for improving the theoretical research and practice of meteorological disaster emergency management mechanism: first, improve ideological, and strive to improve the capacity of meteorological disaster prevention and reduction; Second, Second, strengthen leadership, ensure unblocked information, strengthen the construction of meteorological disaster forewarning mechanism; Third, improve the ability of meteorological disaster's monitor and it's forewarning prediction, accelerate disaster the modern construction of disaster's monitor; Forth, improve the construction of the investigation and assessment system of meteorological disaster; The fifth is to improve meteorological disasters department cooperation and coordination mechanism; The sixth is to strengthen the related legal construction about the sudden meteorological disaster emergency management.
