At the beginning of 2011, the central issued the eighth no.1 document since entered new century. The documents has been made a decision to accelerate the reform and development of water conservancy, which fully shows the strategic position of water conservancy in the global and the Central's great importance to water conservancy work. The explicit signal of large-scale building of water has been sent out to the whole Party and society,this prefigures a new spring of reform and development of water conservancy in our country.At present, the first nationwide water conservancy investigation has been carrying out. Carrying out nationwide water conservancy investigation will establish our country's information platform of water, and provide reliable based water information support and assurance for national economic and social development on the one hand. On the other hand,it's beneficial for raising the consciousness of floods and water saving in the whole society,and it will propel a resource-conserving, environment-friendly society construction.At the present stage, the contradiction between the supply and requirement of water resources is aculeate,the key to this is how to utilize water resource effectively and reasonably. An overall pilot work of water-saving society construction in all parts of the country was launched,which with the purpose to realize the sustainable utilization of water resources.The construction of water saving society is a systematic project, the point of which is to accomplish water amount control and quota management. To achieve the control of any water consumption and water quota, there will be a large amount of information collection, storage and analysis needs, transmission and processing. With the development of its construction and management, the acquisition, update, storage, processing and display of information are needed more and more, and complex information need timely analysis and processing to put forward reasonable management plan for providing support. If man-made way still be used in analysis and transmission, one side is time-consuming and laborious, the other is that timely and precise information is not easy to get, the two aspects as referred are detrimental to exchange and share information. In order to overcome these drawbacks and meet the requirement of management of water saving society, introducing the GIS technology into the construction of water saving society and system of information management in city will make inputting, updating, storing, processing and analyzing information and outputting the result come true. This can greatly improve the work efficiency of the workers; All together, the managers can grasp overall situation of the hydraulic Engineering, water supply, and the distribution of water demand and disposition of water rights microcosmically by combing maps, tables with articles. They can also investigate situations of various factors which have nothing with maps by many kinds of checking methods, The amount of information which the managers can obtain will increases twofold, and the level of the construction and management of water saving society can be greatly enhanced.The application of GIS in the water conservancy project has been gradually accepted by people and the technology reaches a level of maturity. The Theory application and Technology accumulation were riched and refined by the research of GIS on the construction of water saving society at a county scale. The geographic information management system is a main component of the construction of water saving society. This paper aimed at the informatization of water-saving society construction and management at a country scale, or even the water conservancy project informationization of all, and regarded promoting and improving the water conservancy administrative departments's management level and efficiency as the starting point. Trying to use ArcGIS for geographic information system as a platform, and Combining with VBA, Excel, Access database etc computer programming and database technology, the author attempts to develop a GIS which dependent on the project of construction of water saving society at a county scale in Shanxi Province.This article mainly includes the following research contents:(1)on the basis of analysis of the natural conditions, the county social economy and water conservancy projects and so on, an overall framework and a list of function which dependent on the construction of water saving society at a county scale ware put forward.(2)A GIS database which reached the requirements of water saving society at a county scalede were studyed and established.(3)According to the requirements of water saving society at a county scale and the materials collected, the contents of each attribute database were perfected and the information of inquiry, statistics, output etc in GIS were became riched.(4)A practical data update and geographic information platform which almost reached the benefit of users to finish their works one-stop were developed by exploring to use the secondary development simply in ArcGIS.Study on the application of GIS in water conservancy is already a common topic, the innovation points of this paper are as follows:(1)GIS combined with the water-saving society construction. The Aactual applicationin was explored in this filed of burgeoning water-saving society construction that Combined with GIS at a country scale.(2)The latest official Chinese version of ArcGIS 10 software was adopted.(3)A new way of date updating was put forward by researching the GIS'file storage in-depth.(4)A user hierarchical control for information platform was set up. The administrator account which can create a new account and set password was provided, there were different rights for administrators and ordinary users.(5) A standard help documentation (*.CHM) was provided for the Subprime platform that we developed.There are some disadvantages which need tofurther research:(1)The function of GIS was Some crude. Including secondary development function,so many parts need to be further perfected.(2)GIS itself was some isolate. At present, due to the inharmonious between water-saving society construction's hardware and software,The GIS can't sync with other observation system and control system to share data.Limited by the author energy,the studies of this paper simply serve as a catalysts. GIS will play an great role in water-saving society construction more and more.
