With the fast economic growth in our country, land using changes frequently, the land-use change span survey is one part of important works of land management departments.The main content of the paper is the application of 3S technologies in the land-use change span fast survey work. Take Haiyan County of Zhejiang province for an example, performed a experiment of newly increased lands for construction survey based on 3S technologies. Using the later time phase remote sensing data overlay the second National Land Survey data base to extract seemingly newly increased lands for construction span, then checked them by GPS technology, at last, renewwed the second National Land Survey data base. After the experiment, we fined many advantages of this method, like fast and accurate detection, saving time and labor power, maturely using the second National Land Survey data base achievement and so on. The change span's accuracy rate reached 80%.During the experiment, without transformation parameters, the coordinates that GPS collected got meters error. According to the related theories, the paper presents the normal transformation procedures between WGS84 and Xin'an80. By using WalkScript, Programminged the process. With 6 corresponding points of Haiyan area, calculated parameters and passed accuracy test. Reliable transformation parameters for future land using survey has been provided.
