Grey system theory is a discipline with good theoretical research and application value, and Grey Correlation Analysis plays a significant role in theoretical research and application study, which is one of the important parts of Grey system theory. The approach of Grey Correlation Analysis is to analyze and determine the extent of the influences among the factors in a system or the degree of the relation between factors and system main behavior through calculating the Grey Correlation Grade. The calculation of Grey Correlation Grade is the basement of Grey Correlation Analysis and an important tool. Therefore, the establishment and improvement of the Grey Correlation Model is an important discussion topic of the Grey Correlation Analysis. Grey Correlation Grade theories now catch the attetion of the scholars at home and abroad, an important branch of future developments and researches of the Grey system study area.This article firstly introduces the background of the theorical research of Grey Correlation Grade and the research achievements in Grey Correlation Analysis theories and applications, showing the research significance and purposes at the same time. Next it gives the summarization and analysis of the basic theorical methods of the Grey Correlation Analysis, and introduce the basic concept, summrising the basic characteristics of the Grey Correlation Analysis. It also sums up the characteristics and ranges of convenience of the Deng Correlation, Grey Absolute Correlation, Grey Relative Correlation, Grey Comprehesive Correlation, Grey Slope Correlation, Grey Point Correlation, B-Correlation, Improved-Correlation,etc., to find the disadvantages and represent a rationlizing explanation. At the same time, it summarises and analyzes the non-dimensionalization transfer method of the data indicator. On the basement of some theorical study, this paper establishes the Grey Correlation Analysis Model of the severe weather based on the characteristics of the assessment indicators of severe weather and the national standards of severe weather levels. This paper also selects data of severe weather during 2007-2009 in Benxi City of Liaoning Province to analyze the three-year effect of severe weather by the method of Grey Correlation Analysis and the assessment model of the severe weather losses, and then, gives the rationlizing explanation to the assessment results, examing the effectiveness and practicality of the established model. According to the approach of establishing the assessment model, then applys it to the research of nation natural disaster damage assessment to establish an improved Grey Correlation Analysis Model evaluating nation natural disaster losses during 2007—2009, and represents the Frotran Program of the calculation of the assessement model, while giving a reasonable prospect to correlation analysis of affected degrees of different natural disasters and to determine the future direction of theoretical and applied research.
