China is one of the countries that have the most severe desertification problem in the world. The desertification, dust storms and the like seriously affect the ecological safety and sustainable development of our country, so establishing the monitoring and early warning system is saliently meaningful for the prediction and the prevention of the desertification.The paper will set Xinjiang as an example to introduce the design and the establishment of the monitoring and early warning system of desertification. The detailed analysis and the scientific design of the system are made upon the characteristics of the research of desertification in accordance with the conception and the method of the GIS software engineering. The research of the monitoring and early warning system of desertification has adopted the advanced communication technology, database technology and GIS technology so as to establish a fairly complete monitoring and early warning system of desertification from the collecting of data and the disposal of data to the publishing of information. Theoretically, a research has been made upon the building demand, the design of the structure and the function, the design of the database, the knowledge base and the modal base of the system and so forth. Technologically, a research has been done upon the organization of database and the realization of the method of the system.The research on the monitoring and warning system for the Xinjiang desertification is based on the following four procedures:Firstly, the author will give a brief overview of desertification and the current situation of desertification, thus emphasize the importance and urgency of the desertification monitoring and warning system., early warning of;, then the author will give a comprehensive analysis of disaster monitoring and warning system at home and overseas, thus indicate the feasibility and advantages of the construction of desertification monitoring and warning system. Secondly, the author will give a detailed introduction to the relevant method and techniques, and the working principle of the constuction of this system.Thirdly, the author will design the system according to the GIS software engineering method, analyze the system requirement based on the project reality so as to set the target and principle of the system construction and to design the construction, function, development environment and security mechanism of the system, and determine the data organization based on the desertification related data so as to establish the system database, knowledge base and model base.Fourthly, the author will introduce the realization method of the system from the perspective of monitoring the subsystem, the center subsystem and information dissemination subsystem subsystem, and the author will give a detailed description of the functional realization of the system.This paper on the monitoring and early warning system of desertification research has important practical significance.
