Electric distribution network is an important aspect of power system. Using the GIS system to manage the equipment and facilities of electric distribution network for the improvement of the efficiency of power grid operation has played an important role. Combination of Internet technology and GIS, Web GIS is an important trend in electric power industry. Taking full advantage of simple, easy to operate of Web GIS, the advantages of cross-platform distribution network to build Web GIS system is necessary.In this paper a basic analysis of Web GIS principles and development techniques is presented. A brief analysis of the reason why ESRI products - ArcGIS Server is selected is taken, and then the product's features and structure are introduced. Next, distribution network physical model of Web GIS systems and databases and the overall structure of the system are designed, and the model for the Web GIS is analyzed in depth. Taking fully into account the characteristics of distribution networks, the contents of the data distribution network is discussed. On this basis, a distribution network model of Web GIS and the databases is established. Based on analyzing the requirements and principles of the distribution network, logical structure and function structure of Web GIS are designed. Then System functions are described for each module. Finally, Basic Web GIS functionality and advanced analysis capabilities such as power outages analysis apply to the municipal distribution network system is achieved based on the use of MVC design pattern in the ArcGIS Server for Java platform.Thin-client design pattern is used in this system. The client does not require additional installation of professional GIS software to facilitate the user's operation and use. Taking fully into account the characteristics of power system, a simple and practical user interface is designed. On the while, query functions are enhanced, and the system plays an important role for the management of power distribution equipment. The most valuable of the system is trying to carry out the professional analysis function of the power system and make distribution network Web GIS has a higher practicability.
