The over use of traditional resource has gradually triggered global resource crisis in recent years. Therefore, the discovery and exploit of new and renewable resources has become a critical path for the sustainable development in 21st century.The ocean, covering 70% of the earth, contains the renewable resources whose amount exceeds the total global energy consumption. The ocean energy includes tidal energy, ocean current energy, wave energy, sea salt and sea water temperature, which are all clean green energy. Wave energy, as one important part of ocean energy, is gradually being more emphasized and utilized. Theory and experiment research is maturing, which leads to commercial application.Wave energy conversion device has three components: the first stage conversion is the ocean wave absorption device, including the "nodding duck", oscillating water column and the oscillation float; the third stage conversion is the final energy conversion devices, such as generators, piezoelectric power generation devices; intermediate conversion is not necessary, the main function is keeping stability of direction, growth and steady speed. This paper presents research calculation and optimization focuses on an ocean buoy wave power device in the following aspects:1) Summarized the development situation of wave power devices; introduced basic features of the linear wave theory, calculation of wave power, and Tri-level transformation device in wave power devices, concluding their features in practical use.2) Summarized the calculation method of the float, transformation efficiency and its force analysis. Introduced the basic operation procedure and applied theory of the Star-CCM+.3) Obtained the optimized size of the float, foreign force and wave factors optimized condition according to the force analysis and the calculation method of wave power transformation efficiency, implemented optimizing calculation for the size of the float, foreign force and wave factors based on three different foreign forces, damping force, linear spring force, coactions of both damping force and linear spring force.
