Yellow river which is the second big river of china is famous to the world because of high content of bedload. Because of high content of bedload, current riverway which has exist over 140 year cross shandong is wide in top and narrow in bottom. There is sharp gradient in top and small gradient in bottom. The ability of removing flood is high in top and it is small in bottom correspondingly. Sediment silt up continually, so the bed of river is jacked up year by year and become the famous river on land.Yet the zone along yellow river in shandong is one of the main territory in which produce cotton and grain. Yellow river cross the whole territory and constitute the natural watershed of the district. In this district water resource is abundance. The ground water of shallow layer which is replenished year by year by the water from yellow river is abundance. It have following feature: quick replenishment, good water quality, shallow embedding, fitting temperature of water, etc. But the grain in the aquifer is so fine that it is difficult to take the water from well and the well is easy to be blocked. Furthermore, there exist salt water and buck water in local region. It result in much difficulty in utilizing ground water in shallow layer. So the water for irrigation is mainly from yellow river. It result in water level rising , hypo-salinification aggravating, sediment silting up, the lake atrophy, marsh extending and nature disaster such as droughu waterlog^salinification occurring frequently.Completely analysis to geology and hydrology conditions of the district along yellow river in shandong has been applied in this paper and aquifer's hydrological characteristic and subsurface flow's characteristic have been analysed as keystone in the paper. After finding out the distribution rule and formation conditions of the shallow layer' s ground water resource, divide the district into three hydrological sections according to hydrological conditions and subsurface flow characteristic. The formation of clay cranny aquifer and significance of supply is demonstrated. Scientifical hydrological and a series of geological parameter is established. All of this provide strong base forcalculating shallow ground water resource. According to formed characteristic of shallow layer' s ground water resource, the balanced mathematics model of groundwater has been established. This district's shallow layer ground water resource which is existed and can be exploited can be figured out by this model.Establish nine cross section which is vertical to riverway of yellow river. Through hydrological and geological condition, systemic analysis and study to the experiment and observed data, "Binary construction" single dimension model has been established. Yellow river replenish to shallow layer ground water system from side. This system is regional shallow layer ground water of hydrological cycle and this system is one of subsystem which belong to groundwater system of north China yellow river flood plain. It include yellow river water system and groundwater system which is evolved from yellow river water. The geological environment which is evolved by permeation is called as seepage field which is formed for yellow river water permeate into shallow layer groundwater from side. In the seepage field, the water cycle from headstream to gather is called as shallow layer groundwater system which is replenished by water of yellow river from side.Hydrological system of yellow river is the headstream of replenishment which is supported by yellow river water's permeation. Layer structure of porous medium is the environment in which permeationevolves continually. Hydrokinetics is the basis of the rule of seepage.Under the function of gravity, as long as the falling head exist, liquid will flow from high head to low head. This flow will make water seep into layer of porous medium. The water become groundwater and form dynamic system.
