According to the theory of systems science, especially the thinking and methodologies of complex systems, combining many sciences, such as ecology, environment, operational research, artificial neural network, computer science, the theory of the sustainable development, this paper analyzed and appraised systematically the sustainable development of the regional ecological environment (SDREE), probed the Decision Support System for the SDREE based on GIS, and represented the framework of the hall for work shop of metasynthetic engineering of SDREE. The thesis took the sustainable development of ecological environment of Nanning Overseas Chinese Investment Zone (NOCIZ) as its research background, and analyzed its sustainable development of ecological environment (SDEE). Moreover, the article applied the following models to appraise the SDEE of NOCIZ: the principal component analysis (PCA) for its trend, BP neural network model for the coordination, Data Envelopment Analysis (DEA) for the effectiveness. According to the concrete condition of the NOCIZ, the dissertation studied the Decision Support System about its Ecological Environment Construction Plan based on the GIS. The Decision programs were presented, and the powerful support was offered for the decision maker.The author managed to apply the complex system theory and method to the analysis, appraisal, and plan of SDREE, and three complex system methodologies were integrated to a systematical analysis process of MWS. It was proved by practice that the integrated process is an effective means to tackle the complex problem, and offers a new way to other same kind of research.
