Along with the progress of radio communication technology, special location technology and distribution calculation technology, Mobile GIS technology becomes the important direction in GIS's development. The hardware properties of Mobile intelligent terminal have been enforced step by step, which provide the support to the development of Mobile GIS. Collecting and updating the GIS information instantly is realizable with the combination of such technologies as radio network, embedded database and GPS.This paper mainly does research on the application on Mobile GIS for the urban municipal equipments data collection, economical general survey, censuses and so on. At present, the mobile terminal still has many problems such as, lacks of enough expressions and low reusability, as well as the serve. Accordingly, the paper mainly focuses on the following aspects:1, Design the framework of municipal equipments census technology, analysis and organize the special data of server, establish the distributing and receiving mechanism of special data which oriented to terminal collection, perfect the construction of Mobile GIS exterior integration environment combined with the environment of embedded database and transmission.2, The generality expression of special data in mobile terminal, separated into the special geometry property data and attribute data. To special geometry text, exhaust from logic expression, physical expression and the realization of the system, while to attribute data mainly from the format and analysis. Build the common component environment of mobile terminal based on Mobile GIS on said above. 3, design and realize the special data collection system based on MobileGIS which aimed at Nanjing municipal equipments census work.
