With the development of computer and wireless network technologies, Mobile GIS has been rapid progressed in the resent years. As integrated with IT technologies, communication technologies and GPS technologies, mobile GIS plays more and more important roels in the fields of location based service, data collection and navigation etc.Most of all current mobile GIS systems are stand-alone terminals without interactions of GIS server, lacking of application in the applied fields. Based on the current statues of mobile GIS, this paper studied the key technology of data downloading and data transmission in mobile GIS, and implemented the map downloading and data updating function in ArcPad. Beside, in order to improve the virescence data collection, the author extended the data collection functionality of ArcPad using ArcPad Application Builder, enhanced the data quality and simplified the work flow of data collection by map downloading and data updating.This paper consists of six chapters. Chapter one is preface. It outlines the background of this research, including the current research statues in the world, the applied fields of mobile GIS as well as the contents and meanings of this paper. Chapter two introduces the structure of mobile GIS, expatiate the mobile GIS by its components. Chapter three starts from the ways of development in mobile GIS and the principles in designing a mobile GIS system. Then, the paper illustrates how to creating customizing files for customizing and developing ArcPad using ArcPad Application Builder. Chapter four first analyzes the current existing problem of the data collection and brings forward the collection flow of from map downloading, to data collection, and finally data updating. In this chapter, the paper also introduces the field data collection system in the aspect of system design and system development. Chapter five is the case of the field data collection system, illustrating the data downloading, data capturing and data updating in an actual application. Besides, this chapter also analyzes the precision of collection. Chapter six summarizes the works and brings forward what is going to do next.The innovation of this paper covers two points. First, the paper researched the key technology of data downloading and data transmission in mobile GIS and extended the ArcPad, making it have the ability of interaction with server by supporting web services.
