Road , as one of the transport infrastructure , directly concerns the development of national economics, in recent years, the rapid development of road construction ,in china has made the management level ,unable to meet the need of development of the road. Applying GIS technique to the road construction and road management is a high-efficient and important foundation works, It is Of the important means to promote the modernization and information of highway construction.in order to improve highway maintenance, reduce the cost of data-collection, improve the efficiency of data-collection and the precision of the highway maintenance data., Beijing highway maintenance-data collection system was developed on the basis of arcpad application builder7.From a technical and theoretical perspective ,this paper described how to fully used mobile GIS which is based on Arcpad in highway data collection, Through the development of data acquisition system we can rapidly achieve the data about the highway maintenance .and it can improve the efficiency, accuracy and its speed of the data collection, therefore, it can improves the efficiency of highway maintenance and repairsThe system can provide developing experience that how to use mobile computing. in the GIS field ,Through the additional modules software products, it can also be applied to the initial location-based services, such as vehicle navigation, land surveys and public information services and other fields.on the basis of the introduction ,This paper is of GIS and mobile GIS foundation Mobile Positioning and GPS technology, and also combines the Highway Maintenance business. It develops a data acquisition system using vbscript and EVC++. The system implements the general data acquisition functions, such as traffic photography, the highway data acquisition, the data revision, and other highway data transmission..
