The data of the paper is diurnal mean temperature, maximum temperature, minimum temperature and precipitation at 49 observation station in Xinjiang from 1958 to 2001 offering from Central Meteorological Office and the monthly data of mean height at 500 hpa level offering from NCEP.Using the anomaly and the velocity of relative variety to analyze and found that temperature is increasing with different extent in the 44 years except maximum temperature in spring. The precipitation in summer is the most and in winter is the least, the velocity of relative variety is the most in fall and the lease in summer. The precipitation in Xinjiang area focuses on YiLi valley and TianShan mountain.In terms of EOF and power spectra analysis, the temporal and spatial features of every factor in every year and season are studied. The result shows that: the load is positive in the years and every seasons in the first spatial features; In the second spatial features, Yipoluokenu Mountain, Tian mountain and Bogeda mountain marked the boundary, The load is negative in the north and positive in the south.The summer climate in Xinjiang is analyzed by using the concept of the limit of abnormity, and set up the objective standard to give the judgment that the climate in summer is normal or not. Combining with synoptic system in 500 pha, and based on synoptic principle about the climate, the reason that summer climate when temperature and humidity are abnormal is contrasted and analyzed, results show that: The year that temperature is lower is the most when one of the temperature and the amount of precipitation is abnormal in summer. The year that temperature is lower and the precipitation is more is the most when the temperature and the precipitation are abnormal in summer. The summer climate is abnormal because of the different configuration of the synoptic system in the atmospheric circulation. That is to say, the intensity and location of the polar vortex, the intensity and location of ridge line of the subtropical high in the west Pacific Ocean, the intension of the subtropical high in the Atlantic ocean, circulation in the middle-high latitude and the different configuration of the factors leads to the abnormal climate.
