The Study On The Legal System Of Mineral Resources In Heilongjiang Province

Mineral resources are an important part of natural resources. As for our china which is facing the problems of shorted resources, the economic development in a full-scale construction of the comparative good living society and the developing country dedicated to the acceleration of industrial modernization, it should be attaches importance to the protection of mineral resources and then makes it sustainable development. Heilongjiang Province situated in the central belt of Northeast Asia economic circle, and it exerts a decisive force in the whole Northeast's resource strategies. From the perspective of the extent for the natural gifts of resources, Heilongjiang Province takes four advantages of a superior natural condition, powerful environmental capacity to stand strains, prolific mineral resources and the rational match among each kind of resources as well as superior spatial company. Since the establishment of our country, the mineral resources in Heilongjiang Province have gained a prominent effect for the economy and the construction in Heilongjiang Province as well as the whole country.This thesis tried to make analysis of mineral resources status in Heilongjiang Province. It reveals the problems such as the waste of resources, the loss of macro control and the projection, the non-legal mining and the destruction of the mine's environment, and then it makes analysis of these problems from the legal perspective, it majors in the perspectives of legal system for the national mineral resources as well as the legislation, the enforcement of law, the supervision law and the public participation, thus it puts forward the opinions to complete the legal system of mineral resources. It means to complete the national mineral resources' legal system, the legislation, enforcement of law, supervision of law and the public participation from the perspective of region, thereby we can take rational advantage of mineral resources, and then makes the mineral resources in Heilongjiang Province to gain a rational exploitation, the local economy can realize a sustainable development, achieve the effect of mining industry to power the province, and then seeks a effective way for the locality in accordance with its own condition to construct the system of the mineral resources' exploitation and then drafts the local law of mineral resources. Finally, we can achieve the coordination and the union effects between resources' exploitation and environment as well as economy.
