With the development of information technology, there are more and more teaching software to be needed. The overwhelming majority of frontline teachers aren't satisfied with the teaching software. The students shouldn't only learn the knowledge of the book, but also improve the exploration and innovative ability through using the teaching software. But most of teaching software only show the knowledge of the book, hardly display the learning theory. The function of teaching software is that help the students have the method applying knowledge to solve problems, enhance the awareness to use knowledge and self-confidence and cultivate the capability of scientific research and innovation, through creating situation. Each learning theory has its own characteristics. The teaching software under guidance of different learning theory is diverse. And the function to the study is not the same.The paper present the design of physical simulation laboratory based on inquiry learning. Different from existing physics laboratory software designed to tie to some specific experiment, We design the software under the guidance of the inquiry-learning theory and teaching mode. When the students use our software to do experiment, they can design and carry out new experiments by themselves. Students'interest in experiment can be activated and their creative thinking and competence can be improved.On one side, we use the UML(Unified modeling language)model design methods and object-oriented simulation technology to design and implement the software. On the other side the paper dilates the process of software design. Meanwhile, the discussion about the problem in the software and the applied foreground are presented. It points out that the simulation laboratory network and virtual scene is the research direction of physics laboratory simulation in the future.
