Research On Management Measures And Share Of Spatial Information In Urban Areas

The development of information technology not only means prosperity and civilization to the city, but also makes management and decisions rely more upon the ample, comprehensive and precise information. Among all the information in the city, over 80% of them concerns spatial position. So, researches on how to share and utilize it is the necessity for modern city management, which can not only serve urban planning, urban construction and urban management but also have special meanings to handle emergencies and guarantee the sustainable and harmonious development in political, economic and social fields.This paper mainly focuses on theories policies, standard, rules, framework, technologies and management system of urban spatial information share. The sources of this paper comes form the project named "the planning and management mechanism of underground space information platform of Shanghai", which is proposed by the Committee of transportation and construction of Shanghai. Also, this paper put forward a draft, adopted already by the government, according to the current constructive condition of the platform, and has brought sound benefits.The thesis totally is divided into six chapters. Chapter 1 is "Introduction", it firstly presents the significance of urban spatial information share and management; and then analyzes the status of spatial information share and management at home and abroad. Chapter 2 is "The Principle of Urban Spatial Information Share", which illuminates the theory, main factors, share mechanism; analyzes the status of policy, standard and rule at home and abroad; studies the framework of policy, standard and rule of urban spatial information share. Chapter 3 is "The Design of Urban Spatial Information Share Framework", which designs the urban spatial information share framework, share database, metadata combining the contents and characteristics of spatial information; finally analyzes the technical support of the share. Chapter 4 is "The Study of Urban Spatial Information Share Management System", which advances management mode of urban spatial information share: organization management, data management, management of operation and maintenance, and management of application services, based on main factors, share mechanism and our social background; analyzes the management mechanism of underground space information platform of Shanghai in detail. Chapter 5 is "Instance of Management Measure", which introduces project of "the planning and management mechanism of underground space information platform of Shanghai", illuminates the constituted procedure of management measures; enacts running management measure of underground space information platform of shanghai. Chapter 6 is "Conclusion and Expectation", which concludes the whole research, describes research findings and brings forward the further research direction for the next step.Achievements in the paper are summarized as follows: (1) Analyzes share management mode of spatial information at home and abroad, as well as policy, standard and rule, advances share policy, standard and rule framework of urban spatial information. (2) Designs urban spatial information share framework, aims at integration of urban spatial information. (3)With the project of "the planning and management mechanism of underground space information platform of Shanghai", put forward a model for share of spatial information in cities, including organization management, data management, management of operation and maintenance, and management of application services. (4) Enacts running management measure of shanghai underground space information platform.
