The 21st century is an era which all sides of the world are globalization, including political, economic, and cultural. Similarly, the environmental problem we are facing now is also a global problem. When facing the era that the environmental problem is globalization, the way we monitoring the environment should also be global. So we can find out the sources of pollution in a wider range and stop the produce and emissions of the pollution as far as possible.First, through analyzing the requirement of the environment monitoring and the problem under the globalization, we prove that the 3S (GIS, GPS, RS) technology which is widely used now can't meet the needs. Especially the method that'fuses the data from different sources needs to be solved urgently. After this, we put forward that using Discrete Global Grids (DGG) to solve this problem.The main idea of the DGG is measuring the earth or the whole country into different sizes in different levels, according to the latitude and longitude. The grids on each level have a relation of covering the lower grids in ranges. Since the DGG can measure the earth's surface into seamless, multi-level division grids and can ignore the impact of the projection when using the globe data, we can use it to deal with data of various forms. In the past 10 years, the scholars at home and abroad have studied the DGG a lot and have made certain achievement in grid division, grid coding, data storage and organization.Secondly, we analysis the strongpoint and the applicability of different kinds coordinates system in DGG, method of measuring the grids and grid coding method, we choose a more suitable method to establish a DGG for the global environmental monitoring system.Then, we put forward the solutions to a number of technical difficulties when we establish the system. These technical difficulties are:(1) How to change the grid coordinate to the latitude and longitude coordinate and how to change the latitude and longitude coordinate to the grid coordinate.(2) The method to query the neighbor grids.(3) How to fusion the data and treat them collaborative.According to the coordinate system, the grid division method and thegrid coding method we have ensured, we propose a system model which suitable for expressing all types of environmental monitoring objects. It makes a relationship between environmental monitoring objects and the global discrete grids. At last, through an example we verify the validity of the model.
