Project organizational design has not been paid the attention in the field of project management, and so has the problem in the field of organizational design. The deficit of research in above two fields led to that the project organizational design method is behind the whole development in the field of project management. Faced with large data and information in the time of knowledge economy, the rapid change of modern business environment and increasingly large-scale projects, the organizational structure and traditional design method could not do well. Organization contingency theory holds that there is no coherently and universally applicable and optimal organizational structure and form, only the optimal organization is applied some specific conditions in particular environment. According to this view, the organizational structure design should pay more attention to the impacts of project environment and optimization of organizational design. When the project organizational structure matches with project environment, project organization can demonstrate best performance.Beginning with the existing deficiencies in project organizational design, it is established that the main idea and method by computational organization theory and modern optimization algorithm to solve the problems. The computational organization theory uses the computational and mathematical measures to research the human organization. Establishing mathematical model is the first work. According to the characteristics of project, it is not only accomplished hierarchical description and model which includ a state model, a structural model and a transition function, but also discussed the reconstruction triggers of project organization. Then an adaptive design method of project organizational structure is proposed. The method is divided into two stages, mission plan and organizational structure design. However, the solving of project organizational design model is a complex systems engineering. Simple mathematical optimization algorithm could solve the problem of project organizational structure on a small scale and stable environment, but it is difficult to solve this problem on complex projects which have large scale, many planning objectives and resource constraints. Modern optimization algorithms are effective tools to solve complex optimization problems, so we use the Genetic Algorithm (GA), improved Multidimensional dynamic list scheduling (MDLS) and Decision Tree Algorithm to achieve the eventually satisfactory solution. Finally, the case tests the effectiveness of the adaptive design method.
