Since the twenty-first century, information technology (IT technology) has become a "lubricant" in social and economic fields and penetrated into all walks of life which greatly influence the lives, study and work of people. For Geographic information system is a major part in information technology, it plays a noticeable role in society and the space orientation related-service. With the development of computer technology, especially the continuous development and maturity of mobile positioning, Internet networking technology, wireless communication technology and intelligent synthesis technology, all these has brought new challenges and opportunities to the geographic information technology. Mobile geographic information system has become an important development direction of GIS and a hot research area in recent years both at home and abroad.Firstly, this paper analyses the research status both at home and abroad on the mobile geographic information systems, characteristics and fully illustrate the purpose and practical significance of design and development on oil field pipeline inspection of mobile GIS based on the application solutions of enterprise-class.Secondly, the paper discusses the mobile computing technology, computer software technology, global positioning system technology, intelligent voice recognition technology which closely related to mobile geographic information system. It is the organic integration of those that build a powerful mobile GIS.The work on Oil field pipeline inspection plays a very important role in safety in production of oil field pipeline. Based on the understanding of inspection on the traditional working ways, it sums up the user's requirements. Then it designs and implements inspection on oil field pipelines of mobile GIS which integrated a data-processing module, graphic display module, query positioning modules, line modules pipeline patrol, pipeline patrol line recorded module. The mobile GIS of Oil field Pipeline Inspection contains such GIS's basic operation functions as enlarged, reduced, roaming, full-screen, before and after view, layer management, GIS, such as Eagle Eye diagram and also include the mutual inquiry of graphic data and attribute data of oil field pipelines, and combines the inspection work, which thus can locate the real-time geographic positions and record the inspection information. During the inspection working time, the voice prompts and other functions prevent the undetected, lost and other problems occurred in inspection.This paper's thought and structure is clear, using a more mature industry of computer software, object-oriented thinking to organize the mobile GIS of oil pipeline inspection, and supports ESRI's shapefile data and MapInfo's MIF data, provides a good scalability and versatility in order to study and refer by other people.The study is a new attempt to bring the mobile GIS technology into day-to-day oil field pipeline inspection work. Besides, the intelligent voice prompts technology is a useful attempt to the real-time broadcast of mobile GIS on the oil field pipeline inspection.
