The Technical Discussion Of County-level Rural Land-use Database

Land is the foundation of human life,and the quantity,the quality as well as the spatial arrangement of land resource have immediately influenced the synthesis benefit of society's economy and environment. With the fast economic-development,increased population,rapid demand of the non-agricultural construction and serious contradictory of land supply and demand,how to make good use of the limited land resource and help the society economy develop rapidly and healthy have already become one of the most important questions which our government must face.The appearance and rapidly development of GIS provide the technical support for the Land Department making use of the vanguard technology to manage land,and the land utilization database is the applied achievement of GIS used in the land resource management domain.In July,2007,the second national land investigation comprehensively carried out.Being the one of the important achievements of "two-investigation",the establishment of county-level countryside land utilization database would play an important role in "two-investigation".Based on this background, through consulting the research theory and method at home and abroad,and participating in the process of constructing database by oneself,this article has used the method of applied theory and reality to study the platform choice,the flow improvement,the key technology and the quality control of constructing database,which would put forward reasonable proposal for the construction of county-level countryside land utilization database.This article mainly draws the following conclusions through research:(1) Through consulting the related research achievement at home and abroad,this paper has found a series of deficiency in our country land utilization database construction:the quality of basis data is irregular;the number of platform is huge and conversion is difficult;the land utilization Yuan database construction is relatively lagged;the data quality is bad and the content is non-standard;the document management doesn't favor the data management and multi-user operation. (2) Through contrasting the common GIS platform software in market,this article has thought that the ArcGIS software could satisfy the related request of constructing county-level countryside land utilization database,therefore recommended the ArcGIS as the construction platform.(3) Compared the county-level countryside land utilization database with the customary land utilization database,this paper has discovered that there were a series of difference,such as the basis data pool,and the method of gathering graphic data.Therefore it needs to make improvement to the construction flow of county-level countryside land utilization database.(4) Making use of the specialized arrow quantification function of R2V and the superiority of ArcGIS software could solve the partial technical difficulty in construction process.(5) The related function of ArcGIS software could control the quality question of database construction process effectively,and based on the weighted average flaw point deduction assessment method,appraising the database quality is feasible and effective.
