In Gansu Province, the development of debris flow and landslides are based on its unique natural conditions primarily. Steep terrain, adequate loose rock and sudden water are three conditions of forming debris flow and landslides. Furthermore, earthquake is also a factor of causing landslides. Gansu is located in the Loess Plateau area, mainly in the territory of ocher. The results of slope stability reduced, landslides happened easily and soil erosion seriously are ocher's loose structure, large porosity, strong permeability, strong compression and self-collapsibility, development of vertical joints, especially the very development of the alone the slope unloading jointed. By the washing of floods and the slope flow because of heavy rains, a large number of landslides, collapse objects and other gravity deposits provided solid material for the debris flow continuously.By calculating the intensity and the risk of debris flow and landslide, the city is divided into grade I , grade II grade III and grade IV, four grade dangerous levels. After studying the disaster prevention history and current treatment situation in Gansu Province, we found problems, obtained the development trend of debris flows and landslides disaster and emphasized the possibility and necessity of prevention and treatment.According to the classification of urban, high risk of grade I and grade II should be adopted to a synthesized control countermeasures that the treatment system is mainly, prevent and management system as a supplement; the risk is not high or low of grade III and grade IV should be adopted to prevent and management system mainly, and treatment system as a supplement; for the huge landslides and debris flows that threaten the urban safety, we are used to adopted the avoiding countermeasures.The most basic principles of preventing debris flows and landslides is prevention mainly and treatment importantly. Create a different governance model for different types of debris flows and landslides. Also in the planning of disaster prevention, we should establish and improve laws and regulations, establish and define regulatory agencies, do a good job of control techniques of integration about debris flows and landslides, train the technical backbone in a planned way, do a good job of popular science work about disaster prevention and control, raise the masses' awareness of disaster prevention, reduce the unreasonable human activities.Considering disaster prevention as same as Urban construction, formulate the plan of governance, and mitigation of the taking, the development of prevention and treatment planning, establish prevention and control system and governance model, that will reduce the occurrence of geological disasters, the harm and economic loss.
