Buildings in urban area are very important for local people's production and life. Meanwhile, the occurring of urban disasters and buildings hazards will directly destroy the residents'properties and life safety. So improving the ability of buildings disaster prevention and mitigation, assessing and forecasting the potential risks of the disaster, will greatly reduce the probability of the economic loss and casualty, also advance the ability of the whole city disaster prevention and reduction will be developed and strengthened.This paper makes analysis of the buildings vulnerability and the citizens' potential life safety. During the analysis process the unpredicted economic loss and residents' safety caused by building vulnerability also discussed, the earthquake disaster analysis database is established using the GIS(geographic information system) technique, and combined the system for disaster prevention and mitigation based on the GIS-tech.The thesis come through the application case, which is the analysis of building vulnerability and residents'safety of one apartment block in a county of Gansu province, emphasis discuss and analysis focus on how to make use of existing cadastral information(include digitalize cadastral maps, urban cadastral database and records of land survey and so on), combine the ArcGIS software powerful ability of spatial analysis and information management, selected one typical representative area of the county for application study. Firstly relevant building vulnerability analysis database is constructed, through the analysis of building vulnerability (mainly include building structure, height, area, cost and so forth). Then combing building earthquake disaster loss assessment model and casualty forecast method, complete the economic loss evaluating and casualty foresee, which is the various construction of building in different condition of seismic intensity. Finally an urban disaster prevention and mitigation decision support system is built, the object is to achieve a more scientific and accurate assistant decision making programming for urban disaster prevention and mitigation.
