In this paper, characteristics of ionospheric irregularities and ionospheric scintillation on L-band are investigated using GPS measurements from scintillation monitoring network and IGS stations in low-latitude area of China. The potential effects of the ionospheric scintillation on the Galileo system are also investigated. In addition, a detecting technology is developed to detect the ionospheric disturbance. The main work and achievements are showed as followed:Firstly, based on statistics analysis, the characteristic of ionospheric scintillation on L-band is investigated in low-latitude area of China using the existing monitoring network. Some useful results are obtained with the multi-station-multi-path method. The precision of the GISM in predicting scintillation in low-latitude area of China is studied preliminarily.Secondly, the effects of ionospheric scintillation on Galileo system and its augmentation system are investigated. Proposals to improve the Galileo system and augmentation system are put forward when taken into account the characteristic of ionosphere in south of China.Lastly, based on the sequential test of the probability theory, an ionospheric disturbance detecting method is developed.
