Water is essential to human survival and living as natural resources. Minqin Basin, located in Inland arid area in Northwest China, is a typical region of water resources shortage, and is one of the most prominent contradiction areas between water supply and demand in China. Therefore, studying the spatial-temporal pattern and optimization model on existing state of Minqin water utilization is greatly meaning for its economic, society and eco-environment sustainable development.Firstly, the spatial-temporal pattern of Minqin water utilization was analyzed since 1984, and the issues in the water utilization was prompted. On the basis of this, we put forward some optimization models and applied the Minqin WEAP model to evaluate and plan water utilization in the future. Analysis and comparison were taken on the simulation results of Minqin WEAP model. Conclusions were as follows.(1) Minqin Lake area used 70 percent more of the surface water every year. On the contrary, per capita output of grain in Lake Area was just one forth of the other irrigation districts.(2) The average decrease of Minqin groundwater depth was 9.5855 meters from 1984 to 2001, and the decrease was 5.03672 meters from 2000 to 2008. Huge groundwater funnel appeared in the center Minqin Oasis.(3) There were some groundwater's rising zones in the south of Minqin county, account for 20 percent of the area.(4) Clustering Analysis results showed four distinct classes about the irrigation water consumption and the amount of groundwater extraction.
