Elastic and nonlinear dynamic time history analysis method should be used to examine the results from the calculation of equivalent base shear method or mode superposition response spectrum analysis method in engineering. But the seismic records of specific sites is rare and the process of seismic hazard analysis is so complicated that not suited for structural design, so there are only some particular records used for engineering as earthquake input, so the results from which is discreet very much. According to the measure index of ground motion's adjustment, the advantages and disadvantages of two kind methods which called Time Domain Synthesis and Time-Frequency Analysis respectively were analyzed. Based on the above, the two kind methods were combined based on the calculation of quantitative relationship between Arias Intensity and absolute acceleration response spectrum to propose a method for adjusting the ground motions to be compatible with the multi-damping ratio design target spectrums, and the obtained acceleration time history both maintaining the earthquake ground motion's non-stationarity and less changing of the phase content in it. Besides, on the one hand, the research progress on the velocity evaluation method for the tall building was summarized; on the other hand, the earthquake velocity attenuation was mainly caused by low frequency components of seismic records was proved by Fourier transform. Based on these, An improved method for adjusting ground motion to be compatible with design target spectrums and peak acceleration (PGA), peak velocity (PGV) simultaneously is proposed.The main research work is as follows:(1) The advantages and disadvantages of two kind methods which called Time Domain Synthesis and Time-Frequency Analysis respectively were analyzed from the non-stationarity, accuracy, phase difference spectrum etc.(2) The calculation of quantitative relationship between Arias Intensity and absolute acceleration response spectrum was inferred. Then we established the quantitative relationship between Arias Intensity and earthquake ground motion's non-stationarity(3) A method which can apply both the advantages of Time Domain Synthesis and Time-Frequency Analysis was proposed. It was proved that this method is feasible and effective by two examples.(4) The significant research achievements on the velocity evaluation method for the tall building in Structure Engineering and Earthquake Engineering was summarized. Then we proposed a method used for adjusting ground motion to be compatible with design target spectrums and peak acceleration (PGA), peak velocity (PGV) simultaneously.
