Earthquake is a kind of the nature disaster with abruptness and strong of destructive power. For alleviating the earthquake damage to humankind, the author applies neural network technique to earthquake disaster prediction and decision making of earthquake, create at intelligent decision support systems of earthquake prevention and disaster reduction base on the GIS, and make the further rise of intellect level.The primarily field of application in this system is seismic hazard analysis assessment, earthquake disaster prediction and decision making of earthquake. The aim of the intelligent decision support systems is disaster reduction, involving the extensiveness information, earthquake information and human economic information. In this paper, GIS technical primarily include spatial database management, spatial analysis and the dynamic mutual analysis. Associating with intelligent decision support theory, actual situation of the earthquake and actual situation of the city, this system can reflect disaster situation quickly, accurately and visualized, make effective decision, relief varied lose of earthquake. In this paper the main discussion is method and framing of spatial data base is created, and the method and framing also used in the other disaster prevention system design.For preferable realizing intelligent decision in this system and settling the uncertainty problem of earthquake effect and earthquake destruction, in this paper using artificial neural network in predicting earthquake disaster of the multi-storey masonry buildings and estimating peak grand acceleration attenuation, the result express well. In this paper the network is radial basis function network, it have high accuracy and fast speed of convergence. It prevented two inherent defects of locally minimum and slowly speed of convergence in the usually adoptive BP network, this network is a applied prospect extensively in simulating complicated earthquake problems and earthquake disaster prediction...
