| Geological reserves of oil and natural gas is reserves in the ground, and it is a comprehensive reflection of oil and gas exploration and development. Both the stages of exploration and development, oil and gas reserves is always the target which the oil workers searching for. It is the mainly important task in the process of exploration and development of oil and gas. After calculating the reserves, to use what development plan is also an important problem to make a high recovery ratio and thick benefit of the oil field.In this paper, based on Xin'anbian Oil Field, comprehensive geological study is carried out according to the actual geological conditions, and the following results are obtained:the main oil reservoir of Chang3 and Chang6 are lithologic pool, the Yan9 and Yan10 are lithologic-structural pool, and both the reservoirs are of good physical property which fits flooding. In addition, parametric studies are also carried out. After comparing several methods of calculation of reserves, the volumetric method is chosen, and numerical simulation is also adopted to calculate reserves. The fitting reserve is consistent with the outcome calculated using volumetric method which proves that the model is in line with the real underground. Based on this understanding, development plan of two layer systems with two well networks and open the main reservoir layer by layer from bottom to top is established by studying the production method,dividing of layer series of development,pattern well spacing,daily production capacity of single well,prediction of recovery ratio etc. And with the method of numerical simulation, the predicated recovery ratio is 20%, thus development plan is designed, and a strong basis is provided for the next-step development of the area, and it also sets a good example for the development of Other western oil fields.In addition, the development of Xin'anbian Oil Field is a project of good efficiency which shows certain prospects through economic evaluation studies.
