With the continuous advancement on exploration and development technology, the proportion of total proved reserves and the reserves whith have been used of low-permeability reservoirs are increasing in China. They are playing an increasing role in maintaining and promoting the development of the oil industry. Up to now, about 50% of total oil and gas resources in China are of low permeability at least.However, it is very difficult to predict the distribution of inter-well parameters and rich region of residual oil for us beacause of the heterogeneity of ultra-low permeability reservoir, as well as the complexity of the reservoir itself. Currently, Successful examples about development of ultra-low permeability reservoirs with low porosity are very rare at home and abroad. Mature theories, ideas, techniques and methods have not been formed yet.so, how to form a set of rational plan to develop low-permeability oil fields is a problem to be solved currently.Shanshan oilfield Sanjianfang block is of ultra-low permeability with low porosity, it has entered a high-water mid-and late date, integrated water has been up to 80% or more. In the latter part of water flooding, all kinds of contradictions that affected its development are prominent particularly. It is a increasing difficulty to exploite in the latter part of water flooding.To reserve the main problems of Shanshan oil field block Sanjianfang, This design creatively used the combination methodology (a four-integrated research method) of reservoir description, lab. experiments, three-dimensional geological modeling and reservoir numerical simulation. It started from recognizing and familiar with the reservoir environment, measured physical properties of reservoir and fluid parameters, established the precise three-dimensional geological model of the Sanjianfang block in Petrel, carryed on accurate history matching, analysised each parameter's influence according to the results of history matching,found out the main factors that affected the development of oil field,screened and evaluated them comprehensively,and then introduced a integrated control program about the block, it provided a theoretical basis for the oil field to carry on the second development plan.
