With the rapid socio-economic development and progress, human demand for water is growing, leading to break the supply and demand balance of water resource, increasing the contradiction of supply and demand. Water crisis becomes more and more apparent, accompanied by increasing environmental ecological problems, which bring bad effects for the human and social development. Countries in the world have realized the series of the water shortage ,strengthen the management of water resources in order to prevent the water decrease and continued deteriorating situation of water environment. With the ever-changing computer technology, building the databases and water resource management information provide a effective work platform and reliable technical support for the real-time access to information and real-time analysis for the water resources management process. Huangshui River basin is major water source area of Longkou, Qixia, Zhaoyuan, Penglai in Yantai, deep understanding and effective prediction of regime variation of hydrology and water resources in the study area are not only important aspects of water resources scheduling management, but also have important significance for water resources planning and ecological control and protection.In the paper, based on the Land Use Database Update of Longkou, Qixia, Zhaoyuan, Penglai in Yantai, Shandong provincial natural science foundation (Y2008E10) and Chinese-German technical project (2007DFB70200), use the Component GIS technology, make integration of the map window loaded into the application system, study the construction of the Huangshui River basin of water resources management information system, and realize the rational management of water resources, optimal allocation of water resources management, information within the basin statistical inquiry and so on. Main research contents and results are as follows:(1)First,the paper introduces the basic situation of the Huagshui River basin and the knowledge of Arc Engine component that used in the system.(2)Then, the paper describes the type of underlying surface of the Huagshui River basin and the division of rainfall runoff model. After the study and analysis, The underlying surface of Yellow River Basin and is divided into 6 categories and 24 sub-categories, totally 1 859 underlying basic regional unit. Then, based on the different underlying basic regional unit the system build the calculation model of precipitation, runoff, groundwater resources, land and water surface evaporation, underground water storage reservoir, piedmont lateral runoff, utilization of water resources, agricultural-ecological irrigation water requirement, industrial and agricultural water consumption and so on, which are used in simulating the water resources condition of the basin.(3)Building the water resource management information data base of Huagshui River basin. The data base includes spatial database and attribute database. The spatial data base includes Huagshui River basin remote sensing video chart, river system map, topographic maps, hydrologic map, lithostructural map, watershed maps, land maps, vegetation maps, settlements and mining distribution map, transportation map, administrative boundaries map, elevation map, hydraulic engineering drawing, irrigated area map, weather stations rainfall distribution map, hydrological observation site map and so on . The attribute data base includes statistical database of precipitation, surface water meter database system resources, groundwater resources in terms database system, statistical database of groundwater aquifers, evaporation statistical databases, statistical databases of agricultural irrigation water demand, industrial and domestic water use statistics database, agricultural irrigation water demand of ecological statistics databases and so on。(4)The paper introduces some code to realize the basic functions of the water resource management information data base of Huagshui River basin, and take examples to show how to implement the different water resource model.
