The author puts forward the concept of three dimensions (3D) digital topographic map.In 3D digital topographic map, configuration of the ground and features on earth are all 3Dspatial objects, their spatial position and cubic shape are represented with 3D discrete points.Dated map s are used in planning power transmission lines as general mode. It always makesthe project unable. In feasible study phase of the power transmission line, applying highresolution satellite images and digital elevation model with the 3D visual digital platform andthe technology of op timizing structure spotting of towers to the project.Verisimilar and visualterrain and the situation of towers are showed on the system that provides designers withscientific and accurate reference.It is helpful to designers with choosing path of the powertransmission line effectively, protecting environment, saving the cost of the project,improving the efficiency and quality of survey and exploration design, and shortening theperiod of the p roject1 By means of app lication in the p roject of 750kV Guanting toLanzhoudong power transmission line, it is verified that the system can p lay a better auxiliaryrole in planning the power transmission line.Using Spot image stereo pairs as data resource, aseries of processing including relative orientation and absolute orientation was carried out toevaluate the precision of three-dimensional models which offered a circumstance for overheadtransmission line designing. According the route selected by designer, several longitudinalprofiles were achieved from the Digital Earth Model to provide quantitative rather thanqualitative data for route and tower optimizing.
