Strategic Environmental Assessment (SEA) is an important decision support to integrate the environment impact into government policies, plans and programs (PPPs), with the capacity of influencing the environmental and sustainability nature of such strategic decisions.Regarded as the supplementary to a project's Environmental Impact Assessment (EIA), SEA takes into account the cumulative and indirect impact of environment. Specifically, SEA seeks to choose the alternatives that achieve the strategic target with the feasible technology, resource conditions and social identity at the minimum cost of environment, and set out the mitigation measures to decrease the environmental impact to a reasonable and acceptable level.SEA alternatives are options or courses to accomplish particular goals, and the identification of alternatives is the core issue within the framework of SEA. The traditional methodology for the identification of SEA alternatives faces up with the difficulty of benefit coordination when using these methods to identify the final alternative because the interest of each stakeholder is hardly consistent due to their different starting point, therefore, there must be a deviation in the alternative formulation because it has to give up the benefit of one party or more from the ideal state.In connection with the current making and choosing methods of SEA alternatives are been constrained by the limited setting range and the lack of scientific assessment, the theory of extension theory was introduced into the study of SEA alternatives in this paper. The extension planning is applied to design and formulate a series of alternatives that satisfy the reasonable and possible interests of the stakeholders, and the utilization of the extension priority evaluation is made to assess and optimize the alternatives, which presented a scientific methodology for the SEA alternative study. Thereafter,the urban traffic plan of Dalian city is taken as an example to examine the new method. The traffic planning scheme and the environmental protection scheme are combined organically according to the extension theory, and the reliability and practicality of this approach is examined.
