Strategic Environmental Assessment Of Electric Power Development Plan In Shandong Province

Strategic environmental assessment is the application of environmental impact assessment's principles at the strategic level, it is the transformation of environmental impact assessment from microcosmic to macroscopic, in detail, it makes prediction and assessment of policies, plans and programs that may has environmental impact when they are put into practice, and take precautionary measures or other remedies in case of unfavorable environmental impact. Strategic environmental assessment includes the environmental assessment of policies, plans and programs of areas' development, and the environmental assessment of policies, plans and programs of departments' development or trades' development. This text takes "the research paper of the eleventh development plan and distant view goal of power industry in Shandong"as the appraisal target, has carried on the research and discussion of strategic environmental assessment of practical application. This thesis belongs to plan level's strategic environmental assessment.The thesis has introduced the current situation of theoretical research and practical applying of strategic environmental assessment in and out the country at first, summarized the relevant theories and research approaches which may be used in strategic environmental assessment of electric development plan, including sustainable development theory, system engineering theory, cleaner production theory, environmental economics theory, GM(1,1) model, electricity elastic coefficient method and environmental weight-bearing analytic approach,designed the technological route of launching strategic environmental assessment of the power industry development plan of Shandong. The article has analyzed the current situation and the existing profound question in the power industry development of Shandong. Combining the basic principle of power development and constructing scheme of power trade of Shandong, this article carried on strategic system analysis to the power industry development plan in Shandong, including the dependence analysis between power plan and other electric and environmental policies and regulations, the rationality of electric development objectives in Shandong was also analyzed.The thesis predicted the demand of power consumption in Shandong scientifically, compared it with actual electric generationcapacity of Shandong in the planned periods; the volume of environmental pollutant after the implementation of electric plan of Shandong was predicted, and the paper compared the environmental pollutant volume with the real environmental capacity of Shandong, stated the sharp contradictions that existing between the growing electric demand and the worsening ecological environment.The thesis has discerned the environmental question that existing in thermal power, hydropower, nuclear power and other electric power development, confirmed the main pollutant type that produced in electric power development, they are air pollutants, water pollutants, solid offal pollutants, thermal pollution, noise and nuclear radiation, etc.The article has stated the impact on natural environment and social economy caused by those pollutants. The article introduced the index type of strategic environmental assessment, the principles and courses of setting up the index, and the key problems that needing to pay attention to while establishing the system of assessment index, has set up the index system of strategic environmental assessment of the power industry development plan in Shandong on the basis of the thing that the electric power development environmental impact in Shandong is discerned. Core as the thesis, the article predicted and assessed the impact to deficient natural resources and worsened ecological environment after power industry development plan of Shandong was implemented. At the end of the article, several adjustment suggestions on power industry development plan of Shandong were proposed.
