This paper is based on the flow characteristic, hydrological data and water quality data of Dagu River. Water environmental capacity (WEC) for the mainstream of Dagu River has been calculated with the help of QUAL2E model and river WEC model on the foundation of lots of indoor simulative experiment and on site investigation. WEC of BOD5 and CODMn are 5228.87kg/d and 2805.92kg/d respectively in the high water period. WEC of BOD5 and CODMn are 1000.45kg/d and 921.90kg/d respectively in the par water period. In the low water period, 592.23kg/d WEC of BOD5 and 606.60kg/d WEC of CODMn have been calculated through reservoir WEC model. Through the simulation and calculation of WEC, it can be arrived at the following conclusions: (1) QUAL2E model has great significance to control the water pollution and simulate the water quality. (2) It can be carried out time sharing total control in accordance to the result of WEC. (3) The river reach from Zhu River to Shawanzhuang has no WEC, and is polluted. It should decrease the pollution load of this reach strictly. (4) The existing pollution sources of Dagu River should be controlled strictly, and it is not suitable to build newly-built or extendedly-built project discharging contaminant to Dagu River. (5) In the low water period, total control should be carried out on the foundation of the reservoir instead of the river.
