On the basis of the characters of Dagu River and a lot of site experiments and indoor experiments, analysis and evaluation has been done with regard to the specific conditions of water environmental quality of Dagu River (reach in Qingdao).The main pollution of Dagu River is COD, BOD and ammonia by the method of the evaluation of single factor according to the current data. Many years of monitoring result also shows that, the water quality becomes worse from the source of Dagu River-Chanzhi reservoir to the section of Sha-wan-zhuang and the pollution of ammonia is bad extremely owning to the convergence of the sewage of Zhu River and Xiaogu River. Water quality becomes worse and organic pollution is serious extremely.Quantitative simulation of water quality of Dagu River is carried on by water quality model and water environmental capacity is calculated following which water quality of Dagu River has been analyzed quantitatively. According to the specific condition of Dagu River that there is no rate of flow in dry season, so Dagu River is regarded as many reservoirs at this period. On the basis of the test and sensitive analysis of the model, water environmental capacity is calculated when water quality is simulated by QUAL2E model during not dry season, while water environmental capacity is calculated by reservoirs model during dry season.TAC must be implemented and the reach that surpass the water environmental capacity must be cut down so that the water quality can reach the requirement of all function zones according to the water quality standard. On the basis of it, the maximal allowing discharge is defined in the research area and the objective of TAC and the measures of TAC of water pollution is put forward.
