With the fast development of economy, enhance of people' standard of living, progress of science and technology, increase of urban population and speedup of urbanization, the generation of municipal solid waste (MSW) has heavily risen. This not only brings a great harm on urban environment, but also hinders urban economic growth. Therefore, it is very crucial to build municipal solid waste management system(MSWMS)in order to efficiently disposal MSW. However, all kinds of treatment and disposal ways in MSWMS are not isolated and have interrelationship among those factors described above so that it is more and more difficult to plan an optimized MSWMS. Adoption of systematic analysis technology to build programming model is important and useful for optimization of MSWMS.The first aim of this research is to establish a programming model of MSWMS in order to help supervisor plan an optimized scheme. The second objective is to analyze MWSMS in Chongqing by adoption of this programming model in order to provide decision-making support for treating and disposal solid waste in Chongqing. The research analyzed former study on MSW treatment and disposal technology and indicated that ISWM is necessary trend to treat and disposal MSW. Based on principle of ISWM, a framework of MSWMS is established. By using optimization theory, a fuzzy multi-objective mixed integer programming (FMMIP) based on MSW mixed collection for planning MSWMS is formulated and FMMIP based on sorting collection is also formulated, and some environmental, economic and technological parameters are discussed too. Finally, a way of solving model is put forward. This model is applied to plan MSWMS in Chongqing. Firstly, the current status of MSWM in Chongqing was investigated. Secondly, the generation and property of MSW were forecasted. Then, three scenarios were brought forward. In the end, these scenarios simulation were realized by using these programming models and its result could be helpful to MSWM in Chongqing.
