Study On Emission Trading Issue Of China

The emission trading is a market-oriented environmental and economic policy, which is concerned by many countries in the past few years. Based on theory analysis, this dissertation begins with the Sino-foreign emission trading practice, and then analyses the base and features of emission trading in China. Afterwards, according to the present situation of our country, further to research the main difficulties and problems of China in implementing the policy, and gain some conclusions: (1) In China, the emission trading policy has not a definite decree position, and the legislation is sluggish. (2) The emission trading in China is interposed by authorities, and the participants joining the emission trading are almost local large pollution enterprises, the main part is relatively unitary. (3) Presently, to implementing emission trading policy in China will meet many issues and obstacles, such as total amount control, initial permit allocation, transaction cost and trade incentives and so on. Contrast to some developed countries, the implementation terms of emission trading in China are yet insufficient.Finally, some advice of improving emission trading in China is proposed.
