| In China, the gross control of regional pollutants is a kind of reduction control of total pollution load, taking the total amount control and pollution reduction of main pollutants as the core work. The gross control of regional pollutants system mainly includes these works:environmental statistics, the total amount control and pollution reduction of main pollutants, the total amount confirmation of construction project, pollution permits and its tradition. Currently there are some problems among these works, so it is very important for the system’s best operation to locate, solve the problems, and put forwards a reasonable system of pollutants gross control.Firstly, the pollutants gross control institution and system are overviewed. We introduce the status of every parts and their relationship of our pollutants gross control system, and explore the improvement of this system taking Inner Mongolia as an example. Based on the analysis of practical work, the problems are found out and one of the practical methods to confirm the pollutants emission is put forward, So that the institution of the pollution total amount control could operate effectively and the system could be improved.Based on the practical work, our study connects the every parts of pollutants gross control system through the pollutant emission. Besides, the rational proposals would be instructional to the work of pollution total amount control in China. |
