Research On The Several Methods For Regional Environmental Impact Assessment Of Industrial Park

With more and more environmental problems, and with the need to fully protect environment effectively as well as to meet the need of sustainable using limited recourses, and with great progress on the Environmental Impact Assessment (EIA), EIA has been extended in scope and level, so Regional Environmental Impact Assessment (REIA), Cumulative Impact Assessment (CIA) and Strategic Environmental Assessment (SEA) appeared one after the other, and all comprise the sustainable development strategic.At the same time, in the Regional Environmental Impact Assessment of Industrial Park, the idea, conceiving and implementation project of Ecological Industrial Park (EIP), as measure about environmental protection, is innovation point of REIA, and also is an important approach to realize circular economic and sustainable development.Firstly, the thesis gives system analyses about the overseas research development of REIA, CIA, SEA and EIP, and accordingly, EIP is much important conceived in the Regional Environmental Impact Assessment of Industrial Park.In the second chapter, the thesis summarized the main methods of environmental impact assessment of development area, and then reviews methods of SEA, REIA, CIA and EIP respectively.In the third chapter, in the example of REIA about shanghai West Suburb industrial park, the thesis introduces the actuality and pre-programming. On the basis of investigation of ambient quality and pollutant resources, and involving EIP idea into Regional Environmental Impact Assessment of Industrial Park, the thesis demonstrates the programme of the industrial park wholly, and concludes countermeasure and reduction measures about environmental protection, which will provide enough supports for industrial park planning.Although the thesis can't analyze cumulative impacts of industrial park construction on the environment, and technology and method of theory analysis is apart from practice, and the EIP isn't constructed either by some objective reasons. At the same time, research of the thesis can help the specialists to establish technical guidelines and assessment index system of REIA, and accelerate the consideration of CIA into REIA; the thesis also instructs the industrial park to set up effective and useful ecological chains between plants in the industrial park to realize sustainable development, which can do a help on the EIP construction in our country.
