Planning environmental impact assessment(EIA)is a normative态system,integrated process to assess the impact of a planning or its alternative plan.Chinese planning EIA is still in development,its theoretical research and evaluation methods are imperfect,immature,especially on the assessment of industrial park.Atmosphere as an important element and an integral part of park planning has a great impact on the development of the industrial park assessment.Atmospheric environmental impact assessment is mainly through the forecasting,analysis and evaluation of possible atmospheric impact assessment,then proposing the prevention or mitigation measures,so as to protect atmospheric environment,coordinate the development of economy and environment.Atmospheric environment standard,evaluation factors,real work,evaluation methods and processes were discussed in this paper from the viewpoint of atmospheric environment factors.Data preparation,atmospheric environmental quality assessment,atmospheric environmental prediction,,atmospheric environmental capacity,the rationality of planning,atmospheric environment risks,retrospective evaluation were reviewed.And then various evaluation methods in atmospheric environmental impact assessment were summarized,industrial park atmospheric impact assessment involves the,the AERMOD model and its application were introduced in details,expecting to be able to provide reference for atmospheric environmental impact assessment.Finally,the method and theory of atmospheric environmental impact assessment were enriched by combining practice case.By collecting relevant information,applying the method of statistical sampling,model prediction and analogy analysis,atmospheric environmental impact in Xinjiang Kangquan Industrial Park were predicted with the EIAProA software.Results have shown that regional atmospheric environment quality in generally can not meet the second grade of national air requirements in special functional zone,but with a atmospheric environmental capacity,the SO2 and NOx short-term prediction concentrations can meet the second grade standard,TSP present the excessive trend.Appropriate atmospheric mitigation measures were put forward based on the exist environmental problems in order to achieve sustainable development.
