Study On Theory And Methodology Of Regional Cleaner Production

This dissertation is based on the theory and methodology of industrial ecology, circular economy, systemic theory, and etc. Using the basic theory of cleaner production, absorbing the research achievements of cleaner production all over the world, combining the requisition of cleaner production practice in China, we improve the implementation level of cleaner production from company to region, discuss the academic basement and methodology for implementing cleaner production on regional level, set up the regional cleaner production action strategy and framework systematically, and analysis the integrated benefits of regional cleaner production based on the theory and methodology of emergy analysis.Except the conclusion, this dissertation is consisted of five parts, which include:First part is introduction, which point out that regional cleaner production is the demand of cleaner production development and internal demand of regional sustainable development. And further, it describes the meaning, academic basement and advantages of regional cleaner production.The second part describes the process and approaches of regional cleaner production implementation. The process of regional cleaner production implementation can be divided in three phases. The first is preparation phase, and in this phase we should establish the technical and organizational basement through training and setting up special organizations. The second is accounting phase, and in this phase we should investigate the regional present conditions, then analysis and evaluate the whole region using the method of materials flow accounting, industrial metabolism and input-output analysis. The third is practice phase, and in this phase we set up a model named "point—line—plane" based on the practical experiences, then describe the different emphases and approaches of different level of cleaner production implementation.The third part describes the insurance system, which make the regional cleanerproduction implementation go in the right way. The insurance system includes two parts: regional environmental management system and regional cleaner production information system. This part also describes the basic function of the insurance system.In the forth part, we analysis the integrated benefit of regional cleaner production using the theory and methodology of emergy analysis. We introduce the basic theory of emergy analysis and choose some indexes to evaluate the integrated benefit of regional cleaner production.The fifth part is the analysis of project Hai Hua Regional Cleaner Production. It discusses how to combine the theory of regional cleaner production with a certain practice, how to set up a "point—line—plane" model in a certain region. We propose many regional cleaner production measures on every level and modify the emergy analysis indexes considering the conditions of the region to evaluate the integrated benefits of Hai Hua.
