The PVC is one of five general synthetic resins in the world; it is widely used in many fields such as industry, agriculture, construction, packaging and so on. The requirement to PVC is continue growing in the world and civil. And we can see it must be more widely used in the future. The PVC is the product of polymerization of VC.Because the fire risk of most material, addition agent, evocating agent what are used in the producing and storing is first or second, and the processing is high temperature, high pressure, negative pressure, deep cooling, So the fire risk of 100kt/a MPVC (mass polyvinyl chloride) device which will be enlarged by YIBIN TIANYUAN Company limited is great. If there is a fire, it will be very difficult to extinguish due to the quick spreading speed and many people will dead or wound, the wastage of fortune will be very large too. Limited by the condition, there are many problems in the fire protection design of enlargeable engineering. The central question of this paper is to present a fire protection design plan which is safe, reliable, rational and economic. The requirement to the plan is not only to satisfy the national fire technical standard of engineering construction, but also to combine the actual state of the weather, geology, filed size, general engineering such as the water supplying, power supplying, air-in, heating and the level of the fire defending.In this paper, the plan of fire protection design is comprehensively dissertated from 11 sides such as the site planning, the building fire protection design, the defending of resistant to fire about steel construction, safe evacuation, water supply for fire-fighting and automatic fire extinguishing system, the arrangement of extinguisher, power supply and distribution for fire-fighting, automatic fire alarm system, electricity explosion-proof, lightning protection and antistatic countermeasure. The ration of fire system has been discussed in the article. The technical problems, about shortage of separation distance, the feasibility of high-rise polymerization factory building, the fire separation and explosion-proof design of polymerization factory building, the selecting and arrangement of water spraying extinguishing system nozzle, the establishment of deluge system valve, and the essentiality of water spraying extinguishing system which is to be established to protect the VCM gasholder, the positioning of water curtain settled under the space which connect the PVC pack house and pack department andhow long the system continue operate? The selecting and the quantity of fire extinguishing agent about gas extinguishing system, which will be used in the new 35KV switch station and some rooms including cabinet room, primary control room, UPS room, voltage changer room, belong to new polymerization power panel and UPS station. Designing the model of power supply and distribution for fire-fighting and designing the hardware organization, software, model of data transmission and fire gang control logic programmer about automatic fire alarm system. Making certain the grade of release source point in the fire or explosive atmosphere and delimiting different grade explosion-proof space. Selecting correct explosion-proof construction of electrical apparatus and delimiting the class of building lightning protection, putting forth the concert steps to deal with thunder stroke and electrostatic discharge and so on, have been deeply researched in the process of designing and then the concert steps to deal with them have been putted forth.By research, we think that the fire design plan about 100kt/a MPVC device which will be enlarged by YEBIN TIANYUAN Company limited not only fit in the current national fire code but also satisfy the engineering demand, and we think the plan is a good fundament to design the later construction drawing too.
