| PPP(Pubilic-Private Partnerships) is the institutional arrangement of developed country for the sake of reconstructing government finance, increasing government department efficiency, trying to promote the urban foundation facilities construction and improving public service quantity. PPP primarily points the public department and private section through exerting right, undertaking duty and risk, uniting the input resources sharing benefits together, substitutes intrinsic model of government department' s construction, operation, management alone. Chinese urban sewage disposal lags badly urban number and scale' s quick increase and expansion because of lacking investment and inefficient operation management of sewage disposal facilities and tube net developments, leads to serious problem of urban environmental pollution and influences urban substainable development. This text puts emphasis on the in-depth study of PPP' s introduction of urban sewage disposal industry, mainly adopts research method combining demonstration analyse, theory trend analyse, compare analyse, deduction and induction, discusses the definition and classification of international PPP model, combines with national reality at present and characteristics of urban sewage disposal industry, analyses BOT, TOT, etc. project model's real applied effect and existent problems of our country's PPP, on the aspect of policy guide, enhancing government supervisal and risk control, puts forward sloving and optimizing policy suggestions of reform development problem among urban sewage disposal industry at present and existing problem in PPP' s development. This research aims at promoting, standarizing, optimizing application of urban sewage disposal PPP, improving lacking investment effectively and increasing the operation efficiency, forming the well-cycle of government guide, social participation, economy operation of urban sewage disposal industry, realizing the urban surrounding, economic, social sustainable development.
