Nowadays, with the fast development of Electronic&Electric industry, the E-waste caused by it also increasing sharply. Especially in 21st century, E-waste have became the most rapidly producing part in the Municipal Solid Waste. The environmental pollution and resource loss caused by them also became one of the most serious problems which mankind concerned very much. Governments of all countries are now taking various measures to recycle and treat them in an effective way.Circular economy requires us to treat the industry waste under the 3R (Reduce, Reuse and Recycle) principle. E-waste, because their inherent characteristic of high-harmfulness and hard-treatment, we must recycle and treat them by specialized enterprises, whose treatment technique are based on the theory of circular economy. Only through this way can we recycle the resource in E-waste to the utmost extent and avoid environmental pollution most effectively. Now, the technique of E-waste's recycling has been quite perfect, but due to our country's disordered E-waste management system and lacking of legislation system on E-waste treatment, the specialized E-waste treatment enterprises can't get a positive position in the market competition, because they are unable to obtain enough raw materials for production. Consequently, it is quite necessary to find a method which can assess the natural environment and economy system in a common criterion to measure the eco-efficiency of the E-waste treatment system. This will be of great important for us to make scientific decisions on the development of the specialized E-waste treatment enterprises.This paper conducts the research by combining normative research with case study. According to the theory of Emergy analysis and the characteristic of E-waste treatment system, this paper builds an Emergy indices system for the assessing eco-efficiency of E-waste treatment system. The Emergy indices system includes five indices subsystems: System Emergy flow, system structure, system economic efficiency, system environmental efficiency and E-waste Treatment System eco-efficiency index. Finally, based on the normative research and the field study, this paper applies the Emergy indices system into the analysis of E-waste treatment system in DLDTEP.
