Construction projects often possess mass of lands, consume many resources and bring many negative impacts on natural environment. As a result, many countries lead Environmental Impact Assessment (EIA) system into construction project. China also introduces EIA system into construction project in the eighties of 20th century. In 20 years afterwards, construction project EIA system has played important roles in accelerating the development of regional economy and rational overall arrangement of the project, increasing the inputs of environmental protection, promoting comprehensive decision of environment and economy and improving consciousness of environmental protection.The raise of Strategic Environmental Assessment (SEA) is based on the limitation of project EIA and the demand for sustainable development. The law of Environmental Impact Assessment (EIA) was take effect in September 1, 2003. The law has established the legal status of SEA and it becomes more urgent to study Environmental Impact Assessment for Plan (PEIA). However, we are lack of integrated theory, method and system is few reported at present.This paper is based on the existing researches about the SEA. It starts from the requirements of Environmental Impact Assessment for Plan, discusses the characteristics, purposes and effects of PEIA . In this paper, the author point out the difference between the methods for PEIA and the methods for EIA, that is the former can't have the concretely figure and the latter can. So we can select some EIA'Smethods, except that we must find out some specific methods for PEIA. The methods are introduced and analyzed, At the same time, each method's principle and applicability are expounded and analyzed contrastively. At last, several methods are selected and applied in the environmental impact assessment for plan of hydropower development of Mengtun River.
