Study Of The Effectiveness Of Environmental Impact Assessment

The environment impact assessment (EIA) becomes the focus of the public attention after"The environmental protection storm"in 2005 .The EIA is one of the importance means to protect the environment and ecology, and the function is more and more important. But when our country calls for scientific ways for socioeconomic development and establishing a harmonious society at central put forward science development view, set up harmonious today of society, if we want to bring the environmental protection into comprehensive decision, the EIA have many shortages,strengthening effectiveness of EIA is necessary. Now circular economy has become the strategic choice of development in the 21st, it provides the new theories foundation to EIA. If we bring the circular economy principle into the EIA, this work will take the EIA to the new situation and ascend the new step.In order to enhance the effectiveness of the EIA, this dissertation studies the way bring the circular economy principle into the EIA with the theories and example analysis. This paper first analyzes the present condition and the question existed of the EIA and the circular economy, then put forward the question which bring the circular economy principle into the EIA for enhance the effectiveness of the EIA and the development of the circular economy. The third, analyzes the necessary of this work from state of the nation and the possibility of this work from the theory, the opportunity and the path. The forth, discussing the way bring the circular economy principle into the EIA include the target, content, method and indicator system. At last verify way through two cases: Masteel and Wusteel.
