As social advancement and rapid development of economic,it brings enormous pressure to region environmental security, China has entered a period of high incidents of environmental pollution, a large number of pollution accidents security emergency programs are being prepared and issued. how to judge the feasibility of these plans and its benefits to Decision-makers?To solve this problem, this paper analyses the prevention and emergency programs of environmental pollution accidents using cost-benefit analysis of environmental economics, namely using cost-benefit standards to help decision-making.1 The theory and method of environmental cost-benefit analysis have been outlined Cost-benefit analysis of environmental economics is the fastest growing field since the environmental economics has been established. Initially Cost-benefit analysis has developed as a investment method for oversea public utility sector, later this method was widely used in the evaluation of the benefit of policies, programs and projects. This article gives a detailed presentations about the source,basic theory, method and technology of environmental cost-benefit analysis.2 The basic framework of costs-benefit analysis of prevention and emergency programs of environmental pollution accidents has been builtBuilding basic framework of costs-benefit analysis of prevention and emergency programs of environmental pollution accidents according to former researchful achievement. The general idea is : firstly, analysing the cost and benefit of prevention and emergency programs of environmental pollution accidents respectively, and then proceed to integrated analysis of cost-benefit. The basic framework of cost-benefit analysis of prevention and emergency programs of environmental pollution accidents has been built, it can supply idear and method for assessing relative emergency programs.
