As social advancement and rapid development of economic,it brings enormous pressure to region environmental security, China has entered a period of high incidents of environmental pollution, a large number of pollution accidents security emergency programs are being prepared and issued. how to judge the feasibility of these plans and its benefits to Decision-makers?To solve this problem, this paper analyses the prevention and emergency programs of environmental pollution accidents using cost-benefit analysis of environmental economics, namely using cost-benefit standards to help decision-making.1 The theory and method of environmental cost-benefit analysis have been outlined Cost-benefit analysis of environmental economics is the fastest growing field since the environmental economics has been established. Initially Cost-benefit analysis has developed as a investment method for oversea public utility sector, later this method was widely used in the evaluation of the benefit of policies, programs and projects.
