A new composite (NBR/PMN/CF) with special piezoelectric property was prepared. In acrylonitrile butadiene rubber (NBR) matrix, lead magnesio-niobate piezoelectric ceramic powders (PMN) was disperse phase and carbon fiber (CF) was electric-conducting filler. In this paper, the piezoelectricity, dielectric properties and electric breakdown voltage of the composite changing with different PMN volume content in NBR matrix and processing method were studied, and find optimal polarizing conditions of the composite. At the same time, the investigative test of hydroacoustic performance was tried.The result showed that the dielectric constant (e) and piezoelectric constant (d33) of the composite increased with increasing of the volume content of PMN. The composite showed the feeble piezoelectric constant as the volume content of PMN reached 40%, and the value of d33 is 35pC/N as it reached to 85%, which proved the base is adapative. The conclusion is important to accelerate the development of piezoelectric rubber.Electric breakdown voltage of the composite is stable in high direct current electric field and the value is between 10 to 20 kv/mm.
