With the rapid development of market economy in city. A lot of large tank zone and stores are built, where stored a great deal of poisonous, harmful, flammable, explosive chemicals. Many of them belong to the Major Hazard Installations (MHI) in nature. But there are many defects in the safety management of MHI in the city-the safety level of the equipment themselves is low, the safety management capacity is limited, MHI's distribution is not clear etc. So we must quickly use modern technology to make a Major Hazard Installations Management System (MHIMS) in order to accelerate the MHI safety management and make it efective.To aim at this real requirement, the paper studied the making of MHIMS in city. Firstly, I analyzed the background and existent problems about MHI management rearch at home-and-abroad, and discussed the necessity and the meaning of making MHIMS. Secondly, I designed the configuration of MHIMS on the bases of MHI management need. Thirdly, I analyzed the MHI's discriminate and assessment technique and investigated the situation of the MHI in Huainan city. Fourthly, I established mathematic model about leaking diffuseing accidents, and introduced the method of majoy accident's analysis result. Whereafter, I developed the leaking and diffuseing accident simulation sofeware by using the VB technique, and used it to simulatie the potential leaking and diffuseing accidents of a liquid ammonia storing pot, and gained the mumber results and the graphics of the accident, therefore them intuitionistic described the results of these accidents. Fifthly, I used the WebGIS software to establish MHIMS, and chosed the advanced SQL database technic designed the MHI database. The MHIMS has the functions of managing MHI data, discriminating and assessing MHI, simulating major accident, and inquiring information, etc. And assessed a butadiene storing pot cell to educe some assessment results about HMI's rank, be controlled level, and so on. It realized the city MHI visualization management. The last, I outlined the achievements in this thesis and gived some advises on MHIMS.
