| Bohai is located in the center of Northeast Asia. It is an important gateway of trade between Northeast China, Northwest, North China and the world. Along with the economic development of its surrounding areas, the demand for oil is increasing, the number of ships is gradually increasing, and more and more large ships are developed. The navigable environment is becoming increasingly complex, and the risk of oil spill is also increasing. So ship's oil spill pollution in Bohai Sea has become one of the issues of common concern in recent years.This article focuses on studying the large ship's oil spill risk in Bohai Sea. It brings idea of risk management into preventing ship's oil spill. From the view of prevention and reducing the number of major oil spill accident damage to the environment and society, the article introduces the risk management concept to ship's oil pollution areas. In order to facilitate the area of ship's oil spill risk, it divides Bohai sea area into several area according to the port where the delineation of geographical area. So it may take different measures to deal with different risk areas.The article begins with identification of the source of ship's oil spill risk.By identification, ship's collisions of BoHai are proven high-risk source of the ship's oil spill. The article is major in studying the impact of Ship'scollisions, which causes oil spill. The article also identifies the risk factors and resources of environmental damage. Second, this thesis not only analysis possibility of ship's oil spill risk by fuzzy comprehensive evaluation method but also analysis the serious consequences of ship's oil spill risk by integrated oil sensitive index method. Both results of analysis are used to establishment two-dimensional risk matrix. The Division-level of risk is based on Risk matrix and the pre-set criteria. In this article, it makes Dalian Port, Tianjin port and Qinhuangdao Port as an example, and it analysis the possibility and serious consequences of ship's oil spill risk of each of them. It also evaluates each Port's oil spill risk level. Finally, it establishes risk management framework of the large ship's oil spill in Bohai Sea.
