The Evaluation Of Environmental Pollution Economic Loss In Shandong Province

As the raising of scientific development concept and establishment of an economical society of friendly to environment, environmental problem have been increasingly regarded. The economic loss evaluation of environmental pollution is one of problems in urgent need of being solved. On the base of analyzing environmental pollution and related research results and practical applications, this paper researches the accounting of environmental pollution loss in Shandong province. Mainly, it includes:1. Summarizing the development of environmental pollution loss theoretical and exploratory research, point out the existing problem and the main contribution of this paper, which is the buildup of accounting system of environmental pollution loss composed of atmosphere pollution, water pollution and solid-waste pollution.2. Based on the statistical data of Shandong province, account the environmental pollution loss. Based on the SEEA 2003, build up accounting system of environmental pollution loss in accord with Shandong's characteristics. Use the economic evaluation methods, such as market value method, human capital method and replacement cost method, to calculate the atmosphere pollution, water pollution and solid-waste pollution.3. The results of environmental pollution loss on Shandong show that the loss were 223.4, 258.8, 292.6, 364.2, 493.1 and 539.3 hundred million RMB based on current prices sequentially from 2000 to 2005, accounted for 2.7%, 2.8%, 2.9%, 3.0% and 2.9% of GDP, and the increase rate were 15.8%, 13.1%, 24.5%, 35.4% and 9.37% from 2001 to 2005.4. This paper briefly studies the environmental Kuznets curve of Shandong province. The results suggest that the sulfur dioxide and smoke dust emission basically present the character of inverse-U environmental Kuznets curve, that is to say that economic progress is initially associated with an increase in pollution emission, but then the pollution emissions decrease. The overall trend of industrial wastewater emissions and industrial solid wastes production are increasing with economic development. And then discuss the environmental policies in Shandong province from 1996 to 2005 and find that the establishment of administration accountability of environmental protection and greatly increase of environmental protection investment have improved the environmental quality.With knowledge, valuation technology and data limited, there are many deficiencies in this accounting. But as an attempt, this accounting is to find out problems so that we can pay attention to these problems in similar researches and solve them gradually.
